Eu Blue Card

The "EU Blue Card" can be issued to highly qualified non-EU workers who needs to be employed by relevant Italian companies

The "EU Blue Card" can be issued to highly qualified non-EU workers. This is an entry channel that since 2012 allows the recruitment from abroad and outside the quotas set by the flow decree, of workers in possession of a post-secondary higher education (lasting at least three years) and a professional qualification recognized in Italy.
  • To apply for a Blue Card, the applicant must:
  • - have a valid work contract or binding job offer for highly qualified employment with a duration of at least 1 year;

    - meet the minimum salary threshold in the Member State concerned (see below);

    - for regulated professions: present documents proving that the national legal requirements are met;

    - for unregulated professions: present documents proving that the relevant higher professional qualifications are met;

    - present a valid travel document, an application for a visa or a visa (if necessary), and a valid residence permit or a national long-term visa (if appropriate);

    - present a proof of sickness insurance (or a proof of having applied for it).

    In addition, the applicant must not pose a threat to public policy in the view of the Member State. S/he may also be required to provide his/her address in that Member State.

  • Highly qualified workers are considered to be foreigners in possession of a qualification issued by higher education institutions, certifying the completion of a post-secondary training course of at least three years' duration, with the achievement of the relative diploma and in possession of a higher professional qualification.
  • The professional qualification attested by the country of origin must be among those provided for in

    levels 1, 2 and 3:

    level 1: legislators, entrepreneurs and senior management;

    level 2: intellectual, scientific and highly specialized professions;

    level 3: technical professions.

  • The gross annual salary resulting from the monthly or annual salary specified in the work contract or binding job offer must be equal to or higher than the relevant salary threshold defined by the Member State (at least 1.5 times the average gross annual salary in the Member State concerned).
  • For italy, the minimum salary threshold is set at: 24 789.93 EUR.
